Resolution:
ORG_ID should be set in the profile MO: Operating Unit at the site level and adadmin should be rerun again.
* recommended to bring down apps services before converting to multi-org.
* Should be run on the admin-tier
* Should be checked in FND_PRODUCTS_GROUPS with the value multiorg_flag.
